ROMA, 27 July 2016 – The project financing proposal for the design, construction and management of the Rome - Lido line by RATP Dev Italia, an Italian company belonging to the French RATP Group - fifth in the world in the public mobility sector (bus, metro, train and tram). In fact, today the peremptory term of three months from the proposal to the Lazio Region of the project, which took place for the second time at the end of April 2016 on the basis of art. 183 of the New Procurement Code, two years after the first official delivery. Now the Lazio Region, at the conclusion of the verification process which started in September 2014, will necessarily have to express itself on its feasibility.

Project financing

Project financing is a spontaneous project finance proposal that any economic operator can make to a contracting authority to carry out public works or public utility works in concession. Once approved, it can be put up for tender by inviting the promoter as well. The project presented by the ATI is fully compatible with the level of historical expenditure and financial commitment borne by the Lazio Region and, since it is a complete "Integrated Preliminary Project" (103 documents with over 1,100 pages), it can already be set up, drawn up in compliance with legal requirements. In fact, it complies with the reference Planning Documents (Harmonization Plan of the NPRG, NPRG of the Municipality of Rome, PGTU of the Municipality of Rome, Regional Transport Plan), does not present changes to the line and increase in volume, nor does it envisage changes to the ticketing system. and its management.

Innovative aspects of the project

The project will transform the Rome - Lido into a real underground line thanks to higher frequencies of passage and increase of trains in line. Fundamental will be the refurbishment of the contact line to adapt it to the best European standards and the introduction of a latest generation radio signaling system to ensure a potential train frequency of up to 90 seconds. This new system will allow the insertion of new stations minimizing inconvenience: the Planning Documents provide, in fact, 9 potential stations which, together with the 13 present and that of Acilia sud under construction, would ensure an average distance of only 1,182 meters. The complete modernization of the rolling stock will be guaranteed thanks to the introduction of 17 new trains (including reserves) more performing, comfortable and with a lower environmental impact. In this way, the passage of trains at full capacity from the 7th year will be every 6'30 '' in both directions, lowered to 3'30 '' at peak times in one direction. The optimal design frequencies, as well as the sizing of the infrastructure, were obtained following a complex transport study of the current and expected demand, carried out through the timely count of passengers on and off, the evaluation of the origin-destination and compliance with the reference programmatic documents.

In order to proceed, however, we expect the due response of the Lazio Region to our proposal. Through foreign investments attracted to our country, we have created an ATI of Italian companies that will take care, in the first 4 years, of all the renewals of the line, of the stations and of the fleet and, to reduce any inconvenience, they will be present for all 25 years to manage ordinary and extraordinary maintenance and technological renewals throughout the entire concession. Even the staff hired will mostly come from the districts and municipalities concerned ”.
